Temperature is a terraforming mechanic. As temperature rises, water will begin to appear on the planet's surface.
Temperature can be raised by increasing the concentration of 
SF6 and NF3 in the atmosphere through the use of 
Greenhouse Gas Generators. NF3 has a more powerful effect, but a mixture of both gasses is recommended as they have diminishing returns over time.
