An Ice Extractor is a building that produces 
Nitrogen and Water at a rate of 5 each annually. It takes no inputs but can only be placed on ice found at the north and south poles, and 
Depots must be nearby to collect the produced resources. The Ice Extractor will continue to produce even if one of its outputs is full, producing only the resource that is not full.
Player can create Ice Extractor via 
Assembly Plant upon reaching Level 11.
